Man Accused of Child Rape is Assistant Pastor of Enumclaw Church

Malcolm John Fraser, identified in charging papers as the assistant pastor of Sound Doctrine Church in Enumclaw, faces two counts of first-degree rape of a child for reported incidents that occurred between 2005 and 2006.

The assistant pastor of Sound Doctrine Church in Enumclaw faces two counts of first-degree rape of a child following a police investigation into inappropriate contact with a minor that reportedly occurred between 2005 and 2006.

Malcolm John Fraser, 39, was after Enumclaw police detectives found probable cause for his arrest that stemmed from an initial report they received from Child Protective Services (CPS) on March 12.

Fraser is accused of repeatedly sexually assaulting a girl who was between 10 and 11 years old at the time. According to charging documents, he assaulted her and forced her to perform sex acts in her bedroom while he was staying with the family.

In a statement of probable cause, Enumclaw Police Det. Grant McCall reported that the alleged victim, now 17 years old, confirmed that Fraser and his wife moved in with her family in the 2005 to 2006 time frame. They lived with the family for just under a year, she said.

In addition to his duties with the church, Fraser is also listed as executive officer of in Enumclaw, which was where police arrested him earlier this week.

In his report, McCall said he told Fraser at the time of his arrest that he found it "interesting" that Fraser didn't ask who made the complaint or what the circumstances were surrounding the allegations.

Fraser reportedly told him he didn't think McCall would tell him.

McCall's statement also indicated that Fraser said he was originally from Scotland but has been a U.S. citizen since 2009 or 2010. However, the King County Prosecutor's Office indicates that he is still a Scottish citizen and was considered a flight risk. Prosecutors have requested a $150,000 bail and for Fraser's passport to be surrendered.

He has no known criminal history in the United States.

Fraser is expected to be arraigned in King County Superior Court at the Regional Justice Center in Kent on April 5.
